This week we simultaneously observe Week Against Racism (17–23 March) and JEF Finland’s Democracy Under Pressure (DUP) Week (18–25 March). The purpose of DUP is to highlight factors that threaten democracy, and racism and democracy are closely linked at this moment. The rise of the far right and the deteriorating state of democracy in Europe are connected to racist and exclusionary ideologies. As a result, minorities’ human rights are less well realised and their voices are not heard on an equal footing. Examples of this include Hungary’s right-wing government’s laws targeting immigrants and sexual and gender minorities, and the increased hostility and
discrimination against racialised people in the EU described in the European Union Agency for Fundamental Rights’ latest annual Fundamental Rights Report.
In addition to legislative power, political leaders also hold power as value leaders, shaping citizens’ attitudes and what kind of behaviour is seen as acceptable. Racist political leaders therefore create a more racist atmosphere.
One of the European Union’s tasks is to guarantee democracy and equal human rights, and to respect cultural diversity in all member states. Democracy requires equal freedom of expression and the realisation of human rights, in which racism has no place. Racist speech and behaviour are not part of freedom of expression, as they restrict the rights of those targeted by racism and their opportunities to participate in public debate.
JEF Finland firmly supports democracy and equality, which deeper and broader European integration based on treaties and law helps to advance. Stronger integration can guarantee the preservation of democracy and equal opportunities to participate for everyone, and prevent policies that violate human rights and democracy. Only a united Europe can ensure that equal rights are realised.
